COMBINED NOTICE OF FINDING OF NO SIGNIFICANT IMPACT AND INTENT TO REQUEST RELEASE OF FUNDS

This notice shall satisfy the above-cited two separate but related procedural notification requirements.

REQUEST FOR RELEASE OF FUNDS

On or about August 1, 2025, the Town of Abingdon will authorize the William King Museum of Art to submit a request to the Virginia Department of Housing and Community Development (DHCD) for the release of Appalachian Regional Commission (ARC) Area Development Construction funds, to undertake a project known as the William King Museum of Art Cultural Campus Development Project - Phase II, for the purposes of site improvements to the William King Museum of Art’s 22-acre campus to increase parking and accessibility, create 2.2 miles of fitness trails, an amphitheater, sensory and sculpture gardens, and a large grass lawn for holding outdoor community events.

FINDING OF NO SIGNIFICANT IMPACT

The Town of Abingdon, on behalf of the William King Museum of Art (WKMA), has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Protection Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at the Mount Rogers Planning District Commission (MRPDC) at 1021 Terrace Drive, Marion, Virginia 24354 and may be examined or copied weekdays 8:30 A.M. to 5:00 P.M.

PUBLIC COMMENTS

Any individual, group, or agency disagreeing with this determination or wishing to comment on the project may submit written comments to the Town of Abingdon ATTN: MRPDC. All comments received by July 31, 2025 will be considered by the Town of Abingdon prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.

ENVIRONMENTAL CERTIFICATION

The Town of Abingdon certifies to DHCD that Mike Cochran in his capacity as Town Manager of Abingdon consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. DHCD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities, and allows the William King Museum of Art to use Program funds.
